  The reporter’s investigation found that many traffickers used the number grabbing software to seize the number source. Tian Mou, a trafficker who took orders near Beijing Tongren Hospital, said that after doing this business for a long time, she had already understood the time and rules of numbering in many hospitals in Beijing. When the numbering time arrived, she first hoarded the number source with her own ID number through the ticketing software, and after contacting the buyer, she re-grabbed the number with the identity information of the buyer while canceling the appointment.

  According to industry insiders, although online appointment registration has been implemented in real-name registration system, it is indistinguishable whether the registered person is a patient or a trafficker, and the trafficker can seize the high-quality number source through software.

  Intensify punishment, optimize the allocation of medical resources and solve the registration problem

  The repeated prohibition of traffickers has a lot to do with the low cost of illegal activities. According to the reporter’s understanding, at present, most traffickers can only be punished according to the Law on Public Security Administration Punishment, and the upper limit of punishment is 15 days of administrative detention plus a fine of 1000 yuan. Only for a small number of traffickers who have criminal records and the circumstances are particularly serious, they are criminally detained in accordance with the crimes of disturbing public order and provoking troubles in the Criminal Law. From the end of 2016 to March this year, the Beijing police arrested 377 criminals, of whom 328 were in administrative detention and only 49 were in criminal detention.
